Ebay have decided in their wisdom and as always "in the interest of buyers" not the sellers who pay your wages to stop the pre-approved bidders function which was a fundamental part of the whole 1p auction system which allowed you to sell 1p items in the store for peanuts.
I have started selling 1p ebook in my store and promoting it using a 4.99 ebook to see if anyone actually reads and goes through to buy for only 1p in the store.
